FUUH is under the joint responsibility of the UNESCO World Heritage Centre and the Polytechnic University of Valencia (UPV) Spain. Cultural Traveller's Passport in 15 cities in Spain and Rome (Italy)
The "Cultural Traveller's Passport" has been in circulation since the summer, a document created by the companies and associations which form part of the Culture & Urban Tourism network (CTU) (http://www.culturayturismourbano.com/), which brings together 16 entities from different cities of Spain dedicated to offering and promoting cultural and touristic activities. The passport has proven useful in order to save a few euros. Issued by the company that first greets the client, it will allow the owner to receive a series of discounts on their next visit and tours taken with different members of the network in other geographical parts of Spain.
With the "Cultural Traveller's Passport", CTU hopes to offer the individual members of the public a series of cultural advantages which can be enjoyed in many Spanish and European cities. It is a ticket with many attractive discounts for the cultural services offered. The only requirement is to present ones passport in any of the establishments which form part of the Cultural and Touristic network, they will then stamp the box corresponding to the city being visited and they will then be able to enjoy the discounts proposed.

Une charte des thèses définit les droits et les devoirs respectifs du doctorant d’une part, de son directeur de thèse ainsi que des structures d’accueil d’autre part, en rappelant la déontologie qui inspire les dispositions réglementaires en vigueur dans le respect de la diversité des disciplines, des établissements et des coutumes ou lois nationales.
Concernant la Charte des thèses scientifiques dans l’espace francophone, la Conférence Internationale des Responsables des Universités et Institutions Scientifiques d’Expression Française (CIRUISEF), un des réseaux institutionnel soutenu par l’AUF préconise.

Inauguration of the French-speaking VirtuaL Campus of Ngaoundéré (Cameroon)
The French-speaking virtual campus (CNF) of Ngaoundéré, which came into existence after the transformation of the Centre of Access to Information (CAI) of the same city, and which is the second of its kind in Cameroon, was inaugurated last 6th August, 2010.
The opening ceremony, which took place on campus, at the banks of lake Dang, was presided by the Rector of the University of Ngaoundéré, Mr. Paul Henri Amvam Zollo, and by the director of the Central Africa and the Great Lakes regional office (BACGL) of the AUF, Mr. Jean-Gratien Zanouvi, in the presence of the General Secretariat of Adamaway and of more than 250 guests including local authorities.

Inauguration of the French-speaking Virtual Campus, partner of the Cheikh Anta Diop University of Dakar (Senegal)
On Wednesday 7th July 2010, the French-speaking virtual campus of the Cheikh Anta Diop University of Dakar (UCAD) was inaugurated in the presence of Professor Amadou Tidiane Ba, Senegalese Minister of Higher Education, of Universities and Regional and scientific research Academic Centres, and in the presence of Mrs. Wanda Diebolt, the AUF General-Secretariat, of the UCAD Rector, who is the representative of THE French cooperation and many university representatives.

University of Canberra Campus / MORQ
Italian architects MORQ recently won a competition to design the University of Canberra Campus in Australia.
Our design for the Concourse proposes a strategy that activates spatial relationships between the existing buildings, that hold the memory of the campus, the existing trees, that hold the memory of the territory, and the climate conditions.
The aim of the strategy is to connect the parts of the existing structure of the Campus and to integrate the old with the new. While the existing buildings possess a certain quality of architectural honesty, we feel that they do not define a space of urban quality and identity.

European Capitals of Culture: a common framework for research developed
The European Capitals of Culture Policy Group was funded by the European Commission’s Culture Programme for twelve months in the period 2009 to 2010. The Policy Group set itself the goal of sharing good practice in relation to the delivery process of the European Capital of Culture (ECoC1) title and developing a common research framework to assess the impact of a title year. The results of this work are presented in this final report, giving recommendations mutually agreed by the members of the Policy Group. The work programme of the Policy Group was set out for one year only but there are intentions within this group and the wider ECoC community to continue the discussion, building on the work presented in this report.

UN General Assembly elects Joan Clos as new Executive Director of UN-HABITAT
The United Nations General Assembly today elected Joan Clos as the Executive Director of UN-HABITAT at the level of Under Secretary-General of the UN. He is expected to begin his tenure on 18 October for a period of four years.
The former Mayor of Barcelona, Joan Clos, has a long career in the Spanish Government both at the local and national level. Between 2006 and 2008, he was appointed Minister of Industry, Tourism and Trade in President José Luis Rodriguez Zapatero’s cabinet. Prior to this, between 1997 and 2006, Joan Clos served two terms as Mayor of Barcelona. He is currently Spain´s Ambassador to the Republics of Turkey and Azerbaijan.

Humanitarian operations go green
Humanitarian action and relief efforts save lives and provide essential aid in the aftermath of natural disasters, conflicts and other crisis. But despite this critical role, humanitarian actions can result in damage to the environment, which is not often prioritised as a life saving issue.
A new online resource centre developed by the United Nations Environment Programme (UNEP) will help boost efforts to reduce the environmental impact of humanitarian relief and recovery operations around the world.
Launched today, on World Humanitarian Day, the Resource Centre for Mainstreaming Environment into Humanitarian Action is the first online collection of practical information explaining how to integrate environmental considerations into humanitarian action.

The International Year of Youth: Dialogue and Mutual Understanding
The International Year of Youth on the theme Dialogue and Mutual Understanding will be launched on the International Youth Day, 12 August 2010. The proclamation of this International Year by the United Nations General Assembly (A/RES/64/134) marks the aspirations of a new generation of Youth.
25 years after the first International Year of Youth in 1985 and five years ahead of the 2015 target date for achieving the Millennium Development Goals, this Year brings youth to the forefront of global debates and calls for increased investments and strengthened commitments in recognition of the key role of youth in development.
The theme of the Year is particularly relevant to UNESCO’s work as it embraces the Organization’s approach to youth as agents of peace and vital partners in national development. It coincides with the International Year for the Rapprochement of Cultures, which UNESCO is leading and which has recognised an increased role for youth in promoting dialogue and mutual understanding.

The UN Programme on Youth is pleased to launch the International Year of Youth "Our Year Our Voice" August 2010 - August 2011
In an effort to harness the energy, imagination and initiative of the world’s youth in overcoming the challenges facing humankind, from enhancing peace to boosting economic development, the United Nations proclaimed an International Year of Youth starting on 12 August 2010. In its resolution proclaiming the Year, the General Assembly called on governments, civil society, individuals and communities worldwide to support activities at local and international levels to mark the event. Under the theme ‘Dialogue and Mutual Understanding,’ the Year aims to encourage dialogue and understanding across generations and promote the ideals of peace, respect for human rights and freedoms, and solidarity.
It encourages young people to dedicate themselves to fostering progress, including the attainment of the UN Millennium Development Goals (MDGs), which seek to slash a host of social ills, ranging from extreme poverty and hunger to maternal and infant mortality to lack of access to education and health care, all by 2015.

Roosevelt University / VOA Associates. Chicago (USA)
Roosevelt University will soon feature a new vertical campus, courtesy of VOA Associates. The existing campus layout makes it nearly impossible for the college to grow outwardly – so the only solution was to expand vertically. The 32 storey building is quite slim in profile, yet its wavy glass façade provides a distinguishing aesthetic touch.

Erick van Egeraat builds Corporate University for Sberbank Russia (Russian Federation)
The board of Sberbank, the leading bank of Russia, signed a contract with the Dutch Architect Erick van Egeraat for the realization of their new Corporate University, west of Moscow, close to the Novorizhkoye highway.
Sberbank is Russia’s largest and oldest state run bank with over 250.000 employees and 20.000 branch offices in the country. The new Sberbank University will provide education, seminars and team building programs to the company’s top professionals, to continuously improve their performance within the corporate standards. The most prominent Russian bank implies the highest standards for its employees and therefore it aimed for the most ambitious educational project in terms of design and quality. Erick van Egeraat’s design for the 32,000-m2 Corporate University was chosen from 4 other proposals including David Adjaye’s entry.

Kyoai Gakuen University / BAKOKO - Gunma Prefecture (Japan)
Japanese architects BAKOKO shared with us their project Kyoai Gakuen University, a new academic building located in Gunma Prefecture, Japan.
Kyoai Gakuen University sought proposals for a new building on part of the campus’ recreation grounds. Our design response was to not to build over this existing amenity space, but to lift it to a higher level, supported by the building underneath. The site is also located adjacent to the school’s sports field which currently lacks spectator seating. By sloping the roof in this direction, the proposal could provide additional value by providing seating for sports events.

Rapprochement of cultures through Architecture. People meet in architecture - 12th Edition of the Biennale of Architecture Venice, Italy

CULTURE/ EU COMMISSION: Public consultation for European Capitals of Culture beyond 2020
The Commission will in the autumn be launching a public consultation on the future of the European Capitals of Culture, for which the current scheme lasts until 2019.
The consultation will be part of a general evaluation of the scheme, following which the Commission will come forward with a proposal on the future of the action beyond 2020.

Erasmus: Record numbers of students receive EU funding to study or train abroad
More students than ever went abroad for studies and company placements with EU support through the Erasmus programme in 2008/09. According to new figures released today, almost 200 000 higher education students received grants to study or train abroad. This represents an overall increase of 8.7% on the previous academic year and means that more than two million young Europeans have benefited from Erasmus funding since the programme's launch in 1987. The biggest increase is in the number of students going on company placements – up more than 50% on the previous year. In addition, last year more than 36 000 staff from higher education institutions went abroad to teach or receive training in one of the 31 European countries participating in the Erasmus scheme.

Corrupt Schools, Corrupt Universities: What Can Be Done? draws conclusions from six years of research conducted by the International Institute for Educational Planning (IIEP-UNESCO) in the area of ethics and corruption in education. It aims at sensitizing decision-makers and educational managers to the importance of combating corruption in education; at providing them with key tools to detect and assess corruption problems; and at guiding them in formulating strategies to curb malpractices. It refers to the experiences of over 60 countries, on the basis of information collected in partnership with ministries, development agencies and national research institutions.
The book first defines the key concepts of corruption, transparency, accountability and ethics. It then identifies major opportunities for corruption within the education sector. It describes tools for assessing corruption problems – from perception to tracking surveys, and draws lessons from strategies experimented worldwide to improve transparency and accountability. Finally, it lists 12 recommendations aimed at policy-makers and educational managers.

Measuring R&D: Challenges Faced by Developing Countries
The Frascati Manual, which was developed by the Organisation for Economic Co-operation and Development (OECD), is the global standard for collecting R&D statistics. However, the manual was specifically designed for industrialized countries. As a result, statisticians from diverse regions often face difficulties adapting this standard to produce cross-nationally comparable statistics that accurately reflect the specific contexts and policy issues of their countries.
UIS Technical Paper No.5 (available in English) examines the Frascati Manual from the perspective of developing countries. It provides detailed information on how to interpret Frascati concepts and methodologies. The publication also presents a series of recommendations concerning data collection issues that are not addressed in the Frascati framework. It will eventually serve as the basis for an annex to the manual.

Introducing ''Journal of Engineering and Technology Research"
The Journal of Engineering and Technology Research (JETR) is a multidisciplinary peer-reviewed journal published monthly by Academic Journals (http://www.academicjournals.org/JETR ). JETR is dedicated to increasing the depth of the subject across disciplines with the ultimate aim of expanding knowledge of the subject.
JETR will cover all areas of the subject. The journal welcomes the submission of manuscripts that meet the general criteria of significance and scientific excellence, and will publish:

Global Education Digest 2010
The 2010 edition of the Global Education Digest focuses on gender and education to mark the 15th anniversary of the Fourth World Conference on Women. Shortly after this landmark conference in 1995, the international community pledged to eliminate gender disparities at all levels of education by 2015 as part of the Millennium Development Goals (MDGs). As the official source of data to monitor advancement towards these goals, the UIS has released the Digest on the eve of the UN Millennium Summit (New York, 20-22 September) to present the latest available data to analyse national progress and pitfalls in offering every child and young person equal access to education regardless of their sex.
According to the Digest, boys and girls in only 85 countries will have equal access to primary and secondary education by 2015, if present trends continue. Seventy-two countries are not likely to reach the goal – among which, 63 are far from reaching parity at the secondary level.
