Lessons from the past applicable to new buildings in protected urban areas: the paradigm of Charles Rennie Mackintosh´s Willow Tea Rooms

ABSTRACT

The conservation of urban areas is becoming more and more integrated with the guidelines that organize the development of cities. Since the enquiries of Gustavo Giovannoni in the 1910s, the later creation of a series of protection legislation in the 1960s in Europe and the United States, right up to the more recent practical experiences and interdisciplinary debates in the academic environment, much has advanced in the consolidation of principles, criteria and norms that form the conceptual web of this sub-area of conservation knowledge. This work intends to evaluate one of the most paradigmatic themes of this trajectory, the insertion of new physical structures into protected urban areas, especially contemporary buildings.
The theoretical and practical approaches to the dilemmas of new vs. old concerning the construction of buildings in safeguarded locations begin with a review of the specialized literature on conservation, above all in urban areas. This evaluation starts with the works of the pioneers of conservation. Subsequently, international documents on urban areas are analyzed. In sequence, the conservation policies in the UK and Brazil are studied, concluding with examination of the contributions by contemporary scholars on the theme.
Supporting information from other knowledge areas, especially those concerned with education, the theory and methodology of architectural drawings, complement the review. The next section discusses the practical implications of new buildings in protected urban areas. At the end of this paper, the aforementioned theoretical framework guides the study of an emblematic situation from the past, which illustrates the discussions raised throughout the whole work: the Willow Tea Rooms designed by Charles Rennie Mackintosh, which is situated in Glasgow, Scotland, paradoxically a construction in existence for over a century.
