ABSTRACT

According to the Vienna Memorándum, as basis for the Declaration on the
Conservation of Historic Urban Landscapes was adopted by the 15th General Assembly of States Parties to the World Heritage Convention, and Mexico forms part of it.

Existing cultural heritage located on the North hearth of Mexican Riviera Maya is currently under demographical impact which highlights to specialists the role and relationships of `core' and `buffer zones' of these heritage in correlation with proper assessments of impacts on Outstanding Universal Value of WH sites in order to better manage urban landscapes.

Our agenda includes a reaction to an action, from an interdisciplinary perspective of Maya and historic cultural heritage sites within steady and fast growth rhythm of North Quintana Roo. Eleven Maya sites from the Postclassic times (1200-1500 dc) are to conform of a list to be submitted to WH sites as partially preserved sites that survive today and others only maintain its memory as a heritage record. As we will exhibit their physical disappearances in the last two decades, we will expose examples of how only conservation´s actions can help preserve them for future generations.

The documentation of one historical site in specific, an 1800 century hacienda, constitutes an odd example a functional integrity within historic urban landscapes and historical architecture. For which we will revise existing municipal policies, legislation legal framework as well as presenting strategies that may trigger investors in the area for its future preservation.

Our contribution is sharing a local reflection; while receiving a global injection on historic urban landscape management which may foster inside and outside key individuals into a dialogue and actions on twinkling sites context´s versus futuristic facet within the fast growing surrounding cities. Tourism is important, because it measures how touristic, residential, urban and commercial development strongly impacts these cultural sites as well as on spongy Mexican policies and this one's directly in the conservation of cultural heritage.

Last we will examine current policies as far as conservation and development of functional integrity conservation of these heritages, as crucial to education, managing, application and comparative concepts of Outstanding Universal Values with those ones of historic urban landscape, tourism sphere, and that one of Mexico's member on the Declaration on the Conservation of Historic Urban Landscapes as a developing country.
